The Department of Veterans Affairs Network Contracting Office 2 is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Medical Gas Systems repairs at the James J Peters VA Medical Center, 130 W. Kingsbridge Rd, Bronx NY 10468. The result of this market research will contribute to determining the method of procurement. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Statement of Work James J. Peters VA Medical Center (Bronx VA) Repair of Deficiencies Based on 2023 Annual Medical Gas Testing Report Background: Emergency repairs are required for the Medical Gas system based on the deficiencies found in the 2023 Annual Medical Gas Testing report. The medical gas system is located at 130 West Kingsbridge Rd, Bronx NY, 10468. A. Scope of Work: 1. Provide the following services: OUTLETS: Repair item numbers detailed 1 through 65. Outlets will have service performed as required by deficiency repairs list pages 78, 79 and 80. ZONE VALVE BOXES: Repair item numbers detailed 1 through 9 as required by deficiency repair list page 81. AREA ALARM PANELS: Repair item numbers detailed 1 through 4 and 6 as required by deficiency repair list page 82. Item # 4 will include replacement of faulty area alarm panel. SOURCE SYSTEMS: Relocate oxygen high/low pressure switch to an appropriate location. Oxygen pressure switch is approximately 14 ft above the ground near water treatment connections. Install new placards at Emergency Oxygen Fill Connections indicating buildings served. Appropriate documentation will include all repairs performed. 2. The work shall include all tools, labor, supervision, piping adjustments, connections, fittings, etc. for proper operation at no additional cost. 3. Remove and dispose of all failed equipment and debris. 4. Work shall be completed during normal business hours, Monday through Friday, 8:00 AM to 4:00 PM. B. Safety Requirements All work must comply with VA and OSHA safety standards. C. Personnel Qualifications & Requirements NFPA 99-2012 Health Care Facilities Code 5.1.14.2.2.5 Qualifications and Requirements: Persons maintaining these systems shall be qualified to perform these operations. Appropriate qualification shall be demonstrated by any of the following: Training and certification through the health care facility by which such persons are employed to work with specific equipment as installed in that facility Credentialing to the requirements of ASSE 6040, Professional Qualification Standard for Medical Gas Maintenance Personnel Credentialing to the requirements of ASSE 6030, Professional Qualification Standard for Medical Gas Systems. 2 7/27/2023 D. Period of Performance All work must be completed within 30 calendar days of notice to proceed. E. Place of performance The Medical Gas System is located at 130 West Kingsbridge Rd, Bronx NY, 10468. F. Inspection VA personnel and the contractor shall inspect the Medical Gas system before any work is performed and agree on the condition and any existing damage or failures prior to beginning work. A final inspection for quality assurance will take place after completion of the work by VA personnel prior to acceptance. G.
