The National Geospatial-Intelligence Agency (NGA), Office of Contracting Services, Virginia intends to award a sole source fixed-price, time-and-materials hybrid contract to TWIN OTTER INTERNATIONAL LTD. (cage code 1VWS6) 2875 E PATRICK LN STE D LAS VEGAS NV 891202448. TWIN OTTER INTERNATIONAL LTD will be able to provide access to aircrafts with crew with appropriate ground support for various flight requirements for NGA operational demonstration, test and evaluation, and verification and validation of GEOINT capabilities. NGA has a need to determine utility and potential capability of government and contractor systems through integration, demonstration, testing, and validation on an airborne platform. TWIN OTTER INTERNATIONAL LTD is the only source with access to aircrafts with crew with appropriate ground support for various flight requirements for NGA operational demonstration, test and evaluation, and verification and validation of GEOINT capabilities in North America. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b). The anticipated award date is 1 SEPTEMBER 2023, with a period of performance of one (1) 12-month base plus, four (4) 12-month option periods starting on 1 SEPTEMBER 2023. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
