This Request for Information (RFI) is for obtaining, testing, and evaluating technologies and/or materials with potential application in device-assisted, user-interpreted counterfeit deterrent features on future generations of U.S. currency. The Bureau of Engraving and Printing (BEP) is seeking novel counterfeit deterrent features that are not in commercial use or the public domain. The features should be easy to authenticate using readily available and low-cost devices such as optical filters, magnifiers, LED flashlights, magnets, and cell phones. Interested parties are requested to submit preliminary samples and a brief technical description for review. The proposed technologies and/or materials will be assessed for effectiveness, compatibility with design and production factors, durability, environmental acceptability, and other processing requirements. The deadline for capability statements is June 14, 2024.

This RFI is for informational planning purposes only and it should not be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This notice does not constitute a solicitation or a promise of a solicitation in the future. This RFI does not commit the Government to a contract for any supply or service. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. Department of the Treasury, Bureau of Engraving and Printing (BEP), is interested in obtaining, testing, and evaluating technologies and/or materials with potential application in device-assisted, user interpreted counterfeit deterrent features on future generations of U. S. currency. Proposed counterfeit deterrent features should be novel and that are not otherwise in commercial use or the public domain. Proposed features may become distinctive counterfeit deterrents incorporated into the banknote or applied to the note. An effective device-assisted user-interpreted feature should be materials and effects that extremely difficult to simulate or duplicate but should be easy to authenticate by the public using a ubiquitous, readily available and low-cost device. Examples of these devices include but are not limited to optical filters, magnifiers, LED flashlights, magnets, and cell phones. Thus, the distinctive feature materials (incorporated into the banknote) should be novel (that are not otherwise in commercial use or the public domain); however, the user devices should be readily available for public users to obtain commercially. Technologies and/or materials submitted for consideration will be reviewed for inherent and relative effectiveness as a security feature and may be further assessed for compatibility with design and production factors, durability, environmental acceptability, and other processing requirements.
