U.S. Customs and Border Protection (CBP) is seeking support in conducting Equal Employment Opportunity (EEO) investigations. The scope of this contract includes investigating formal complaints of discrimination filed by current and former employees of DHS-CBP or applicants for federal employment with DHS-CBP. The investigations will also cover allegations of discrimination based on sexual orientation and status as a parent. The contractor will be responsible for conducting thorough reviews of the circumstances surrounding the alleged discrimination and/or harassing conduct, as well as comparing the treatment of the complainant and their group with others in the organization. The contractor will also provide all necessary equipment, materials, personnel, and supplies for the investigations, including assembling investigative files and preparing reports. This contract does not include the purchase of IT products, services, equipment, or software.

U.S. Customs and Border Protection (CBP) seeks support in Equal Employment Opportunity (EEO) investigations, which includes formal complaints of discrimination, filed by current and former employees of DHS- CBP or applicants for federal employment with DHS-CBP covered by Title 29 Code of Federal Regulation (C.F.R) 1614 and any subsequent statute, published regulation, directive, or departmental regulation (DR) or manual (DM). The scope of the work for this effort also includes allegations of discrimination because of sexual orientation and status as a parent, which are only processed in accordance with DRs and DMs. The complaint processing regulations apply to Federal employees or applicants for Federal employment. The investigations shall include a thorough review of the circumstances under which thealleged discrimination and/or harassing conduct in employment occurred. The investigation shall also address treatment of the Complainant and members of the Complainants group as compared with the treatment of others not of the Complainants group in the organizational segment. Additionally, the contractor shall furnish all essential equipment, materials, personnel, and supplies necessary to perform all the work detailed herein, including investigating complaints, assembling the investigative files and preparing the applicable reports. The investigation shall require a review of any policies and practices related to the alleged discrimination. This requirement does not include the purchase of information technology (IT) products, services, equipment, or commercial-off-the-shelf (COS) software.
