This contract is for the provision of underwater equipment familiarization training for the Azeri Coast Guard forces in Azerbaijan. The training will cover the Rotinor SeaBob Black Shadow 730 underwater scooter, the Mistral DNS300 Dive Navigation System, and the SubSea Tech Observer 3.2 ROV. The purpose of the training is to equip EOD Technicians with the skills needed to maintain their underwater vehicle inventory used in operations. The training will include system setup, operation/use, maintenance, spares/accessories review, and storage of the equipment. The course will be conducted in English and will be for a duration of up to twenty-five (25) days/forty (40) hours by two (2) instructors. The international customer will provide trained personnel with an English Comprehension Level (ECL) score of at least seventy-five percent (75%) or interpreters. The contract will be awarded to the vendor with the most advantageous quote, considering technical factors and price.

This is brand name. This is a combined synopsis/solicitation for commercialitems/services prepared in accordance with Federal AcquisitionRegulation (FAR) Subpart 12.6, as supplemented with additional information includedin this notice. Naval Surface Warfare Center Indian Head Division (NSWC IHD), locatedin Indian Head, Maryland intends to award a firm fixed price (FFP) purchase orderusing Simplified Acquisition Procedures for:AZERBAIJAN DT-P-LZA / Underwater Equipment Familiarization Training, for the Rotinor SeaBob Black Shadow 730, the Mistral DNS300, and the SubSea Tec Observer 3.2 ROV; for FMS BPC Section 333Case DT-P-LZA for Azerbaijan. This effort will be a CompetitiveProcurement. Training will be required to provide EOD Technicians with the skills needed to maintain theirunderwater scooters, dive navigation systems, and remotely-operated vehicles (ROV) equipment in order tomaintain their underwater vehicle inventory used in operations. The purpose of this course is to train personnel thetasks used for system setup, operation/use, maintenance, spares/accessories review, and storage of the aboveequipment.The Contractor shall provide all staffing and materials to conduct underwater vehicle equipment familiarizationtraining, as follows:Underwater Equipment Training:- This course provides the skills required for intermediate-level maintainers/technicians assigned to supportthe Azeri Coast Guard forces, holding the applicable Military Occupational Specialty (MOS) designator orcivilian equivalent, the ability to effectively maintain this equipment. This course will include general information, equipment description, general usage, overall care of equipment, review of equipmentmanuals/publications, cleaning, battery charging, preventive maintenance, troubleshooting, storage, visualinspection of any spares & accessories, procedures on system setup for the Rotinor SeaBob Black Shadow730 underwater scooter, the Mistral DNS300 Dive Navigation System and the SubSea Tech Observer 3.2ROV; for a to-be-determined (TBD) number of students for a duration of up to twenty-five (25) days/forty (40) hours by two (2) instructors.Note: The international customer will identify trained and experienced personnel with an English Comprehension Level(ECL) score of at least seventy-five percent (75%) to receive the training or will provide interpreters. The provisions and clauses included and/orincorporated in this solicitation document are those in effect through the FederalAcquisition Circular. This RFQ incorporates all provisions and clauses in effect throughFederal Acquisition Circular FAC 2020-01 and the Defense Federal AcquisitionRegulation Supplement (DFARS) DPN 20190531.The Government will award a contract resulting from this solicitation to theresponsible vendor whose quote, conforming to the solicitation that will be mostadvantageous to the Government, price and other factors considered. TheGovernment intends to evaluate all timely quotes received from eligible vendors on alowest price technically acceptable (LPTA) basis. The Government intends to evaluatequotations and award a contract without discussions with quoters. The Governmentreserves the right to conduct discussions if the Contracting Officer later determinesthem to be necessary. The Government will make award based on the availability offunds.
