The US Government is seeking a contractor to provide Direct Procurement Method (DPM) Household Goods Shipment Services for the NAVSUP FLCJ Joint Personal Property Shipping Office (JPPSO)-Southeast. The base period of performance commencing on or about 15 June 2023 will be for 12 months with four 12-month option periods and one six-month option period (including FAR Clause 52.217-8, if exercised). Estimated Quantities and Draft PWS are listed as attachments. The PSC Code is V119. The NAICS Code is 484210, with a size standard of $34M. The purpose of this acquisition is to provide NAVSUP FLCJ Joint Personal Property Shipping Office (JPPSO)-Southeast with Direct Procurement Method (DPM) Household Goods Shipment Services to cover Department of Defense (DoD) personnel who are transferring on PCS/TDY/TAD, retirement, separation or housing orders. The DoD pays for household goods shipments and other moving expenses so it can deploy its personnel where needed to minimize adverse financial effects upon individual employees. Work is divided into 3 Schedules - outbound, inbound, and intra station. Offerors will be required to provide separate pricing for each schedule. Contract will be awarded to one Contractor. Each schedule has specific roles and responsibilities in accordance with Defense Transportation Regulation (DTR) - Part IV, Personal Property. In general, the Contractor will be responsible to furnish all personnel, equipment, facilities, supplies, services, and materials for the preparation of personal property of DoD personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM). The solicitation will be available on or about 28 April 2022 for download on the SAM.gov website at https://SAM.gov/. The RFQ will include instructions for preparation of proposals, the performance work statement, and evaluation criteria. It is the responsibility of interested parties to register with SAM.gov to download the synopsis, solicitation, and subsequent amendments and all attachments. Offerors are encouraged to review the referenced websites frequently for updates. No paper copies of the RFQ, attachments, or amendments will be provided. No solicitation mailing list will be issued. SAM registration is mandatory.
